Meet David Pittman, MPH

I founded Pittman Policy Strategies after a career spent at the intersection of policy, advocacy, and communications.

With more than a decade of experience in Medicare policy, value-based care, and strategic communications, I simplify complex policy into plain-English, bridging the gap between policy and communications.

My career began in journalism, covering health policy in Washington for outlets like POLITICO and MedPage Today. I then spent seven years at the National Association of ACOs in a unique role that bridged policy and communications. One moment I was dissecting a Medicare regulation; the next, drafting a press release to influence policymakers and the media. I directed federal advocacy, managed high-profile media campaigns, and served as the organization’s chief spokesperson.

That experience taught me how to cut through the noise, frame issues strategically, and elevate the voice of organizations advancing value-based care.

Along the way, I earned my MPH from the Johns Hopkins Bloomberg School of Public Health, conducting Medicare research published in Health Affairs, JCO Oncology Practice, and other journals.

Today, I bring that unique blend of policy expertise, communications strategy, and advocacy experience to clients shaping the future of health care.

WORK

IMPACT

I measure success by the results my work delivers.

Highlights include:

Pivoted the national dialogue from “do ACOs save money?” to “how much?” — reframing the debate on value-based care.

Organized six-figure communications campaigns that twice extended Medicare incentives for value-based care.

Secured front-page coverage of catheter fraud that drove policy change protecting ACOs from excessive losses.

Advocated for COVID-era protections that saved billions in Medicare’s ACO program.

Across policy, advocacy, and media, I’ve proven that the right message — delivered to the right audience — can change both narratives and outcomes.
